Established under the sponsorship of the Village of Cartwright and the Kinsmen Club, the Cartwright and Area Foundation Inc. was granted corporation status on June 3, 1981 under the provisions of the Corporations Act of Manitoba. It operates as a registered charity under the Federal Income Tax Act (Ref. no. 890669187); this status allows the Foundation to issue tax deduction receipts for all donations received. As of Dec. 31, 2003, monies produced income of $4,475.00 ( General & Healthcare Fund ) and $2,525.00 ( Askew, Hildebrand & Langton Scholarships) for distribution within the community in accordance with the terms of Foundation's mandate and donor's wishes.
The Foundation operates under the guidance of an Advisory Board, appointed as follows:

Three members appointed annually by the Council of the Village of Cartwright
( Mrs. Barbara Bramwell, Mr. Paul Clark, Mr. Ken Reimer ) -
Two members appointed annually by the Council of the rural Municipality of Roblin
( Mr. Tom Mowbray, Mr. Gordon Mullin ) -
Two members appointed annually by the Advisory Board
( Mr. Don Edkins, Mrs. Carolyn Schram )
Auditor for the Foundation is Connor D. Bridges, B. A. C. A., partner in Knowles, Warkentin, Bridges Accountants of Winnipeg. A copy of the current and previous years financial statements are on file and available for inspection at the Offices of the Rural Municipality of Roblin.
The purpose of a charitable Foundation is to administer funds and property left at various times by public spirited citizens for the benefit of people in a designated area. Gifts may be made to the Foundation by living individuals, in which case an income tax deductible receipt can be issued. Often, bequests are made to Foundations from estates and wills.
Foundations are regulated by Provincial and Federal Laws and Regulations. They are administered by Advisory Boards, composed of representatives of various concerned Organizations. It is the task of the Advisory Board to invest all funds through reputable financial institutions in a manner controlled by Manitoba and Federal Law. The capital so invested remains at work in perpetuity, and it is the interest only that is used each year for community purposes. A yearly audit is required and published for community information.
Generally, Foundation funds are donated for use without restriction on the assumption that the Board at any given time will know best how to distribute income, in tomorrow's world. A donor may, however, personally select a charity or field of service in which the funds are to be used. The Foundation's charter requires that this wish be observed; the Board may depart from the donor's mandate only if the purpose chosen has become unnecessary, impossible, or impractical, and the Advisory Board then is required to adhere in any change as closely as possible to the original intent of the gift.
Your Contribution Can Be Made In Several Ways

a gift of stocks and bonds

a transfer of an existing trust or the creation of one by an organization or individual
Preferably you leave your gift to the general charitable purpose of the Foundation, but you may designate a particular field of interest, specify a specific charitable purpose, or indicate a wish to advise the Board each year as to area of interest. All gifts qualify for deduction for income tax purposes, and recent changes to the Income Tax Act provide significant benefits. Donors are advised to seek professional advice in this regard.
